It seems that items need to be flagged by the game to be allowed to be taken on a specific mission. You can unlock what seems to be pretty much every item in the game, but 99% of it won't do anything other than appear in your select weapons list. Some item IDs correspond to items that are completely non functional and are not used in the game.
