Not sure if this would work or help but it might be worth removing the relays with key off, then key on and checking for battery voltage at the wiper motor again. Then with key off, plug one relay back in at a time and check the voltage at the wiper motor each time. Mentioning this in case the relay is causing the voltage drop.
The bolt holding the wiper arm on had loosened and just wasn't turning with the rest of the system. Tightened the bolt and it worked fine. I had a similar problem on an old sentra where the arm between the two wipers that moved the passenger one with the driver's one broke.
Fuse nr.31, F31, (25A) = Windscreen wipers This fuse is placed on fuse box / relay plate engine bay 1, under bonnet in engine compartment area! If the fuse F31 is OK. You must diagnose why windscreen wipers going slow and/or stopping.

If it's only intermittent that doesn't work, (or do you have rain sensing, it works a tad different) you need a scanner that can access the BCM and see if whee you put it on intermittent the BCM sees that. Could be a bad switch. Bottom line is you need a scanner and wiring diagrams to figure this one out. Good luck. 2.
